Introduction Message
The new Officer Candidate Development Program (OCDP) has just
been identified in principle within the last couple of days. Details have
yet to be officially defined by
the RCMP. However, it appears the process will start April 2002 and be
completed by the end of June 2002.
If you are thinking
about entering the program, you should
start preparing now! Regardless of your rank, if you are truly aspiring to
become an officer, start now! Even if you are not supported to proceed in
this current cycle, you should consider identifying and working on your
development.
Regardless of the details of the measurement process, developing your management
and leadership skills now is a "healthy" move.
Becoming a
Commissioned Officer in the Royal Canadian Mounted Police is not something you
can "fast-track", "short-cut" or "cram" for. Instead, leadership
development to the Officer level is a continuous journey. If you have been
recently involved in the NCO promotional process, then preparing for the Officer
Candidate Process is just an extension of this journey. Developing your
knowledge and practice of the core competencies at the Officer level is
something you may wish to explore.
So, what can you do now? Well, study sessions are being planned for the
beginning of 2002 for the Lower Mainland of BC.
As soon as the NCO process is completed, we will roll right into OCP
Developmental Sessions. Notes from these study sessions will be posted on
this web-site, along with preparation tips and all kinds of other related
information.

Officer Candidate
Development Program (OCDP) - Next OCDP Cycle 2002
The Officer Candidate Program has been renamed to reflect the focus of
Executive/Officer Development and Resourcing in meeting our Human Resource
priority of "Building the next generation of leaders". Accordingly, there will
be increased emphasis on the identification of high-potential members and on
providing these members with appropriate developmental tools and support, the
goal being to assist them in becoming better leaders who can take on future
challenges successfully.
The decision not to run an OCP cycle in 2001 afforded EODR the opportunity to
conduct a full review of the OCP processes and to allow time for several
significant improvements. EODR has been exploring various options and further
details will be communicated once consultations have taken place and final
decisions have been made.
The next cycle for the OCDP is expected to commence April 2002 and to be
completed about the end of June.

Welcome
Brief History of my involvement with past study sessions
" I was commissioned from Staff Sergeant in the new cycle in 96/97. Thus, I have
experience of pioneering a new system. Actually, I have done this 4 other times
(every other rank, the rules changed on me too). So, I am no stranger to change.
But, I also know what is expected and what are the ANCHORS…
" Hosted three OCP (now called OCDP) study sessions since.
Here in the LMD and two on the Island
" Found them helpful to others and myself
" I also went back to Ottawa a year ago when the OCP was first being considered
for re-engineering.
" I got into coaching and mentoring because it had to be done for our people and
NOW. I could not sit and wait for this to unfold.
" The Key to your success in these study and developmental sessions is going to
be acting in the… ABUNDANCE MENTALITY…the officer cadre is a tight group. There
is more that enough jobs to go around. So, we work as a team and we share our
information, material and we assist each other.
MY EXPECTATIONS…If you do not agree to this, please do not come to any more of
these sessions.
" In the past our study sessions had all kinds of lectures, guest speakers
including Deputy Commissioners, Interview experts, Speed Reading course and even
Leadership experts.
" MANY of the past study group members have been successful… Preparing in
advance works.
" As most of you know, there will also be an ONLINE component at http://www.wardclapham.com
Included on the web site will be study notes from the Real Time Study Sessions
and the OCDP Online Study Sessions. Right now, there are some online study
sessions and more will follow as the months progress.
WHAT IS THIS ALL ABOUT
Very soon, details of the OCDP will be announced.
This INFORMATION Session is just that, our first session…sharing information and
outlining some of the basics. Core issues that will be absolutes during the
process, regardless of how they are going to be measured. (CV, In Basket Exam,
Interview, etc.) I will get into this later.

AS OF LAST WEEK…(Jan 31) Here is what Executive/Officer Development and
Resourcing told me
" First, instead of a Regional Interview Board (RIB), there is going to be an
application process which will include a TRACK RECORD. It will be similar to the
application process for the Senior Executive Development Process (Form Flow
3990, 3991, 3992)
" The exam will be an In-Basket exam in a fictitious Police Department measuring
general management abilities, etc., that relate to our core competencies.
Apparently there are books out there on how to prepare for and write these. Of
course the best preparation, is to have the experience dealing with these
issues.
SO WHAT DOES ALL THIS MEAN.
" A process where you probably need line officer support and then some type of
filtering system by the Commanding Officer or a board.
" However this process, I like to call it JOURNEY is all about DEVELOPMENT. If
you are not "good to go" this cycle, no problem. Let's start on your development
now. Maybe next year or in 3 years from now you might enter into the process…no
problem.
" I am talking about DEVELOPMENT. No quick fixes here. No short cuts.
" Those that are supported to the exam phase of the process, you will be
expected to understand leadership and the core competencies to the highest
level.
SO WHAT CAN WE DO NOW?
" First of all, we are going to tackle the process SEQUENTIALLY and from a
DEVELOMENTAL approach. I will be your facilitator. I will bring in the guest
experts, guest speakers, I will send you out in groups to research and bring
back the info to the bigger group.
" We are going to do this is order. No sense preparing for the interview first
...or the exam. Lets get you through the TRACK RECORD and look at what the exam
might be looking for.
" So, what will the Study Sessions look like?...Lets talk about it.
1. What is a TRACK RECORD? How about a C.V. Curriculum Vitae. Or a modified PRP
or in the old OCP process, a PAR (Performance Accomplishment Report)
If we have time today, I will show you the process I did to prepare my C.V. for
the job of Chief of Police for the City of Richmond. I was part of a new process
where the RCMP medium listed 5 candidates, then, we had to submit a
comprehensive CV to the City and go through two external interviews.
2. We will work on preparing your INVENTORY now…starting today with the past and
also declaring goals for the future
This includes proactively starting interview examples now.
This is where you build examples at the high end of the second level of the core
competencies or at the third level if you are able.
3. We will have a guest expert or two come to the next session on preparing the
best TRACK RECORDS…C.V's. (I am taking names if anyone has an idea)
4. We will work on "Getting Global" Since the Interview Boards are regionally
based, we will have A/Commr. Gary Forbes talk to you about he BC Policing Study
and Rationalization of the Lower Mainland, the CROPS officer can talk to us
about Ops Support sharing issues and the CO can talk to us about the National
issues, etc. etc.
5. We can all read one leadership book each and then do a one page executive
summary and share it with the group.
6. We can have break out study session if you are deficient on areas
like...Community Policing, CAPRA, the Core Competencies at the third level (
manages multiple units of work)
7. I will work on getting a password protected message board within the OCDP
portion of the web site so we can post ideas, web sites, study documents, etc.
8. We can also flush out bringing in expert leadership speakers.
NEXT STEPS
" For Study Session #1, can all of you come back with information on books,
papers or websites regarding…
INSTEAD OF ALL OF US DOING EVERYTHING, Lets all do a little and then bring it
back and share…abundance mentality.

2. Off the shelf police leadership exam
Search all the search engines on the internet. Not just google and yahoo. Can
somebody check with the IACP (International Association of Chiefs of Police).
Their website is awesome and will lead us to all kinds of examples of interview
and exam processes.
What other ideas on this do you have?
" The SEQP forms are also very helpful to help you focus on what you must cover.
Bottom line is this…you can't fake whether you have the experience or not. This
Track Record and Line Officer support will flush that out.
" Old PRPs and the PAR form from the last process will give you some ideas of
what is expected

"baggage" yet, we can help you now develop it for future processes. So, these

The OCDP is about how you tackle and make the JOURNEY. It is a continuous
journey, one that never stops.
Find workshops, courses, do everything you can to better yourself and get that
GLOBAL…executive … corporate experience and understanding.
